<br />. <br />~ <br /> <br />e <br /> <br />. <br /> <br />. <br /> <br />Page three <br />September 10, 1991 <br /> <br />RESULTS - proposals should identify a means to monitor/evaluate and measure results. <br />Final analysis of projects by the Office will in part depend on adequate monitoring. <br /> <br />DISTRIBUTION - One purpose of the grant program is to encourage implementation of <br />water efficiency projects throughout the state. The demographics and geographic <br />characteristics of a project will be considered when making selections. <br /> <br />APPLICABILITY - The proposed projects should be designed for possible duplication <br />in other communities. <br /> <br />P ARTICIP A TION - Applicants are encouraged to involve additional agencies or <br />organizations as participants in the design or implementation of the proposed project if <br />appropriate. <br /> <br />PROJECT MANAGEMENT <br />The proposed project must identify the name of the project supervisor. <br /> <br />II. . FIRST YEAR PROJECT ELIGmILITY: <br />Projects eligible for application may change from year to year. As suggested by the Board, a <br />specific set of measures or categories should be selected each year. The Appendix in the <br />enclosed document lists a number of the many possible water conservation measures. For the <br />first grant cycle, I .recommend that the following three categories be announced for project <br />eligibility. <br /> <br />1. WATER CONSERVATION MEASURES FOR INDOOR PLUMBING; possible <br />. measures may include showerhead replacement, installation of new flushing <br />devices, or toilet replacement. <br />2. WATER CONSERVATION MEASURES FOR PUBLIC OPEN SPACE; possible <br />measures may include installing irrigation timing devices, implementing <br />an irrigation management program or retrofitting old irrigation systems. <br />3. WATER DELIVERY SYSTEM/INFRASTRUCTURE ENHANCEMENTS; <br />possible measures may include service line leak detection and repair, meter <br />repairs, or pressure regulation. <br /> <br />The water conservation profession recognizes those three categories as having the greatest <br />savings potential, and measures within these categories have been implemented throughout the <br />country . <br /> <br />Within each of the three recommended categories, there are many water conservation measures <br />that would be applicable. By opening grant applications to these three categories, applicants will <br />have flexibility to propose many innovative ideas. <br />
