Walker <br />Director <br /> <br />TO: <br /> <br />CWCB Members <br /> <br />FROM: <br /> <br />Kim Rout <br /> <br />DATE: <br /> <br />September 10, 1991 <br /> <br />SUBJECT: <br /> <br />Agenda Item 17, September 19-20, 1991, Board Meeting-- <br />Water Efficiency Program: guidelines for grants <br /> <br />BACKGROUND <br />Of the responsibilities assigned to the Colorado Water Conservation Board by RB 91-1154, the <br />demonstration grant program requires immediate attention. <br /> <br />Guidelines for the grant program are to be developed by October I, 1991. During the July <br />CWCB meeting, I presented guideline criteria for the Board to consider in the development of <br />the grant program. At that time, I requested guidance in finalizing the guidelines. Feedback from <br />Board members included the following suggestions: <br /> <br />1. Grant eligibility should include state agencies; <br />2. Grants should be awarded once each year; <br />3. Specific water conservation measures should be selected for emphasis for <br />applications each year but all ideas should be encouraged; <br />4. Grant awards should be made for proposals requiring less than the maximum <br />$50,000; <br />5. Grant awards should be based on merit with consideration given to location and <br />demographics of applicant. <br /> <br />Those suggestions, together with an outline of the overall grant criteria, were discussed with <br />water providers and other interested parties. <br />
