VICKREY <br />Dfstrict5 <br /> <br />We know that you are in the final stages of your deliberations concerning the Statewide Water <br />Supply and Delivery Reconnaissance Investigation. We have received the memorandum of May <br />13, 2002 concerning a "Plan of Study" that would examine specific conceptual water storage and <br />delivery projects. Even though some of the projects identified would purely benefit other parts of <br />the State, we view the water situation in all of Colorado as being so dire that we support an <br />examination by your board of everyone of those alternatives. <br /> <br />We also support your efforts to begin this study as quickly as possible. We are wondering if it is <br />not possible given your current grant of statutory authority and the extreme emergency we now <br />find ourselves in, to accelerate your efforts and let a Request for Proposal prior to the 2003 <br />legislative session so that you could begin the study in the year 2002. If such an approach were <br />possible, we would hope you would pursue it.
