Colorado and New Mexico have experienced a number of drought-fIre-flood scenarios. <br />A number of these cycles resulted in major flood eyents. For example: <br /> <br />· 1994 Glenwood Springs - Storm King Mountain burn in July and the flood in September, 1994 <br /> <br />· 1996 Jefferson County -Buffalo Creek burn in May and the flood in July, 1996 <br />. 2000 Los Alamos, New Mexico - Cierro Grande burn in May and the flood in June, 2000 <br /> <br />. <br /> <br />. <br /> <br />The 45-day reports and maps will include engineering inyestigations for hydrologic and hydraulic <br />determinations for selected areas and streamS. New 100- floodplain maps will be prepared for the <br />"new existing conditions for an interim period", and make recommendations for technical mitigation <br />measures for :flood-related hazards. <br /> <br />Other hazard mitigation actiyities that are under study following containment of a burn area are <br />flood warning and alert system; and delineation unmapped floodplains for the changed basin <br />conditions, watershed restoration actiyities by others and a cursory reyiew of dam safety concerns. <br /> <br />This is not a big FEMA operation; howeyer, the watershed restoration will be a huge action - say up <br />to fiye (5) years and many millions of dollars. The 15- day maps are scheduled for deliyery on July <br />22nd. Following the completion ofthe 15- day reports and maps, a schedule will be prepared for the <br />45- day reports and maps. The Hayman Burn will be the first 45- day study project. TheCWCB staff <br />that the City of Glenwood Springs has a number of debris and floodway paths in the northwest <br />sector of the City. Following receipt of the BAER Report and NRCS emergeIlcy actions and at the <br />request ofthe City, the CWCB may want to more accurately delineate the lOO-year floodplains for <br />the City. The Board will enact its "flood respOnse program" to accomplish these additional tasks. <br /> <br />Endorsement <br /> <br />Staff requests Board endorsement regarding the following actions for a technical responSe to the <br />State's major b\l11l areas. <br />1. Distribute tile 15- day reports and maps to the burn area community officials, emergency and <br />floodplain managers, and concerned citizeIls and yictims. <br />2. Prepare new 100- year floodplain maps with a hydrologic assumption of "new existing <br />conditions for an interim period" with a statement on the maps that a map reyision will take <br />place when the watershed conditions haye reestablished to natural runoff conditions. <br />3. Deliyer flood hazard maps to bum area conununities prior to their official approyal and <br />designation by the CWCB. The 45- day reports and maps that are deliyered prior to a CWCB <br />designation action will carry a notification statement "For information only". <br /> <br />Flood Protection.
