Rainfall will be about 60"90 percent of normal. <br />Mountain reservoirs will still remain below normal aud demaud may exceed supply by August unless a <br />"lucky" monsoon rain hits the right basins. <br /> <br />A representative from the NOAA-Climate Diagnostics Center stated that we may see wetter thau <br />average conditions this summer, but there is a tendency for drought conditions to perpetuate themselves. <br />He said that this is not a 100" year drought but typical of Colorado climate, aud due to heavy demaud we <br />are more vulnerable thau agricultural aud municipal use was in the 1950's. <br /> <br />The Flood Task Force then adjourned for the 2002 season. CWCB Flood staffwill continue to <br />participate in the Water Availability Task Force and expects to be very busy with flood protection and <br />watershed restoration resulting from the fires. The next W ATF meeting is July 26. <br /> <br />Flood Hazard Mitigation Workshops: The Mark Matulik of the Flood Protection Section aud Claucy <br />Phillipsborn, a hazard mitigation specialist, will conduct four "Flood Hazard Mitigation" workshops this <br />summer for local governments aud floodplain mauagers. <br /> <br />The conference registration form is posted on the CWCB web site at <br />htto://cwcb.state.co.us/flood watchlworkshops02.pdf aud you cau call Joe Busto at (303) 866"4807 or <br />Mark Matulik at (303) 866"4805 with questions. <br /> <br />The workshops cost $20 aud will be held August 19 in Pueblo, August 20 in Montrose, August 21 in <br />Glenwood Springs aud August 22 in Greeley. Contact us for more <br />information about these deadlines aud about finaucial assistauce. <br /> <br />The Office of Emergency Mauagement may also have grauts to help prepare hazard mitigation plaus. <br />For more information contact Marilyn Gally at (303) 273"1775. <br /> <br />Colorado Water Trust: The Colorado Water Trust Board met in June aud adopted a Strategic Piau. <br />Key goals include finalizing five trausactions in the next three years, including one donation to the <br />CWCB completed through the water court process. The Water Trust has added two new board members- <br />- Patti Wells aud Charles Bedford. Other Board members include Mike Browning- President, David <br />Robbins- Vice-President, Leo Eisel- Secretary, David Harrison- Treasurer, Charles Bedford, David <br />Getches, Bill Gordon, John Porter, Karla Shriver, Patti Wells, Chris West, aud Ruth Wright. <br /> <br />The Water Trust also adopted guidelines for prioritizing water acquisitions of water. The guidelines <br />require that auy water right acquisitions meet the following specific criteria: <br /> <br />· Support "water short," ecologically significaut, water-dependaut natural environments (as <br />mapped in the CDOW "Identified Potential Interests" project). <br />· Compliment rather thau duplicate or compete with other established conservation programs. <br />· Comply with Colorado water law, including water development under interstate compacts aud <br />equitable apportionments. <br />· Have credible records of actual consumptive use, i.e., no "paper" or conditional rights, or other <br />factors that invite hotly contested chauge cases. <br />
