(Contractor) to perform a floodplain study. The Contractor has
performed the engineering for the study tasks. The report reconnnendations are under review/consideration
by the project sponsors for project implementation. The City and County appreciate the CWCB efforts in
bringing a project to fruition in their connnunity.

11.

Arkansas River Channel Restoration Studv
Authorization: SB96-124
Water Source: Arkansas River
Location: Downstream of Chatfield Reservoir

Grant Amount: $13,753
Project Type: Stream Restoration
Project Manager: Mark Matulik

This grant was a cost share and contract between the US Army Corps of Engineers (Albuquerque
District) and the CWCB to leverage funds from the Corps' Section 22 program "Planning Assistance to
States." The project involved a river restoration and channel improvement study on the Arkansas River from
the OterolPueblo County line downstream to the state line. The project was broken up into two segments that
were generally split upstream and downstream from John Martin Reservoir. This particular project
specifically dealt with the study reach from John Martin Reservoir to the State Line. The results of the study
included a series of seven recommendations for channel capacity improvement.

The project is completed and closed out. The Corps of Engineers delivered the products that were
specified in the original contract.

12.

San Luis Vallev Water Conservancy District. Rio Grande HeadwatersRestoration Proiect
Authorization: SB 99-173 Grant Amount: $5,331
Water Source: Rio Grande River Project Type: Multi-Objective Study
Location: Alamosa upstream to South Fork Project Manager: Brian Hyde

This project involves the preparation of a Multi-Objective study for the Rio Grande from South
Fork downstream to the Alamosa/Couejos County line (downstream of Alamosa). The river has been
experiencing problems that have affected its ability to perform functions related to interstate compact
delivery requirements, distribution of irrigation water through diversion structures, riparian habitat, flood
protection and channel conveyance capacity. The study will determine specific problems, locations of
those problems, causes of the problems and alternatives for mitigating the river problems. The study will
kick off on September 18, with a public meeting in Monte Vista at which property owners and others will
describe the problems with which they are familiar and the consultant team will describe its project
approach. Completion of the project was projected to be in July 2001.

The project was successfully completed in August 2001 with public acceptance and appreciation
of the CWCB's involvement. Structural and non-structural projects to address the problems identified in
the study were developed.

A project implementation committee was formed by the project sponsors in the fall of 200 1. That
committee has been meeting regularly since its formation, working toward implementation of some of the
recommended structural and/or non-structural projects.

13.

South Platte River Management Plan
Authorization:EOB98-1189
Water Source: South Platte River
Location: Weld, Morgan, Washington, Logan, and
Sedgwick Counties

AuthorizedAmount: $2,419
Type: Multi-Objective Stream Mgmt.
Project Manager: Larry Lang

Page 7 of31
