Colorado and Wyoming met on May 30 in Cheyenne to initiate the investigation and will <br />meet again on Aug. 2 to continue that investigation. <br /> <br />Elkhead Reservoir Enlargement: The environmental studies for the project are well underway. <br />Proposals from engineering design consultants are currently being solicited in order to provide <br />additional support to certain parts of the permitting process. In order to submit the fmal404-permit <br />application this fall it is necessary to develop the dam improvement footprint as well as preliminary <br />construction cost estimates. <br /> <br />The District is continuing to work with the City of Craig and a consortium of power companies that own <br />water in Elkhead Reservoir in outlining financial, institutional and operational agreements for the <br />project. Project construction is expected to commence in 2004 with completion expected in 2006. A <br />loan application from the Construction Fund for this project is anticipated next year. <br /> <br />Agency Updates <br /> <br />DNR Division Director's Retreat: Dan and I attended the DNR Division Director's retreat in Redstone <br />in late May. We discussed planning and budget issues. <br /> <br />Staff Retreat: We held a staff planning retreat on June 13. We have to thank Felicity Hannay for <br />arranging for us to beautiful facilities at Mt.-'Vernon Country Club. <br /> <br />Budget and Decision Items: Weare in the process of preparing next year's budget and Decision Items. <br />We will more than likely request addition severance tax funds above our $585,000 base allocation (see <br />story above), and the use of Construction Funds for a Floodplain Mapping FTE, a Water Supply <br />Planning and Finance Section administrative FTE, a Water Planning Researcher, and a Database <br />Manager. <br /> <br />Non-Reimbursable Investments Status Report: CWCB provides funding for Construction Fund Non- <br />reimbursable Investments and the Severance Tax Trust Fund Operational Account projects. We manage <br />these projects to effort to benefit local, regional and statewide water users. Each July we will update the <br />Board on the status of these projects.
