.

.

.

Colorado River Interim Operating Criteria and Monitoring of California's Progress in Reducing
Its Uses to 4.4
MAF: The
graph tracks the
progress of
California's
efforts to reduce
its use of
Colorado River
water. The
graph shows the
reductions
expected in
California
agricultural
water use as
outlined in the
Interim
Operating
Criteria.
Progress will be
monitored
monthly.

Ruedi Reservoir Negotiations: Reclamation has initiated contract negotiations with the USFWS
(USFWS) and the CWCB on a long-term contract to deliver up to 10,825 acre-feet of water per year
from Ruedi Reservoir for the benefit of endangered fish in the 15-mile reach of the Colorado River.
This contract is for one-half of the water remaining available for sale from the regulatory capacity of the
reservoir following Round II water sales. The contract would run through the year 2012. Reclamation,
Service, and CWCB have entered into annual contracts for the use of this water since approximately
1990. Completion of this contract is a key element required under the terms of the PBO for the
Colorado River mainstem. I have designated Randy Seaholm as our lead negotiator for this contract.
We will be coordinating our efforts with the Division Engineer, Attorney General, Colorado River
Water Conservation District, Southeastern Colorado Water Conservancy District, and the Ruedi Water
and Power Authority. The first negotiating session was held in Carbondale on July 2 and the next
session is scheduled for August 13 at the Hotel Colorado in Glenwood Springs.

Colorado River Drought Mitigation: Private, state and federal interests have joined together to help
reduce the impacts ofthe current drought on water users along the Colorado River mainstem.
ExxonMobil Corporation along with nearly a dozen other west slope water owners have signed an
agreement with the U.S. Bureau of Reclamation to allow water supplies that each has under contract in
Ruedi Reservoir, but are presently unused, to be released for the benefit of existing water users faced
with the prospect of running out of water this year. Reclamation will thus be able to manage the donated
Ruedi water with supplies from Green Mountain Reservoir to satisfy downstream water right holders
and prevent a "call" that would otherwise shut off junior water right holders upstream. This effort
coupled with reasonable reductions in demands be senior water right holders and other users will
mitigate the impacts of this years drought as much as reasonable possible along the Colorado mainstem.
We wish to express our thanks to all parties involved in this unusual but highly beneficial effort of
cooperation.

Dec. 1 Forecast of 2001 Year-End Colorado River
Water Use by the California Agricultural Agencies

5

4

-
'"
~
'"
t; 3
co
....
o
:g 2
~
:E

---~. 3.850 MAF
-2003 Target = 3.74 MAF
.......2006 Target = 3.64 MAF
_. _. - 2009 Target = 3.53 MAF
_ _ _ _ 2012 Target = 3.47 MAF
____ Year-End Forecast
--+-- Use This Year

1

o
J

N

D

J

5

o

J

A

M

J

M

A

F

First of Month

17
