There <br />may be a better way to do this, there may be a <br />more effective way to do it, but this is the <br />only way that the Missouri River Basin has, at <br />the present time, to give the sole voice of the I <br />State of Colorado. Perhaps we haven't made as <br />much use of it as we should but in any event the <br />vehicle is there and I think that this repre- <br />sents an opportunity to do the same thing in the <br />Colorado River Basin. As far as I know there <br />is no similar agency or committee or councilor <br />whatever you call it, that operates in the Colo- <br />rado River Basin. I think this would give us <br />a chance to accomplish some thing in that area." <br /> <br />"The Attorney General has something to com- <br />ment." <br /> <br />"I understand this has been approved by the <br />other states, that is, the Constitution and By- <br />Laws. It looks rather odd that we would be <br />asked to join an organization that has a Con- <br />stitution and By-Laws that we don't approve of. <br />If we want to know what's going on it looks like <br />the best way to find out would be to join them. <br />There's one particular sentence in the Constitu- <br />tion that I very much approve of and that is <br />this: <br /> <br />'In no event shall any policy be promul- <br />gated by the Council unless the Council, <br />by a unanimous vote of all member states, <br />so authori~es.' <br /> <br />If we are a little concerned about what's <br />going to happen, what they are going to do, I <br />think it's well we do become members because we <br />can head off anything we don't like; anything <br />that's contrary to the interests of the State of <br />Colorado. <br /> <br />I <br /> <br />I don't see anything legally wrong about <br />the organization as far as that's concerned.
