purpose is to cooperate in attempting to achieve
the objectives of the states as distinguished
from the federal agencies in the Basin. There
may be a better way to do this, there may be a
more effective way to do it, but this is the
only way that the Missouri River Basin has, at
the present time, to give the sole voice of the I
State of Colorado. Perhaps we haven't made as
much use of it as we should but in any event the
vehicle is there and I think that this repre-
sents an opportunity to do the same thing in the
Colorado River Basin. As far as I know there
is no similar agency or committee or councilor
whatever you call it, that operates in the Colo-
rado River Basin. I think this would give us
a chance to accomplish some thing in that area."

ment."

"I understand this has been approved by the
other states, that is, the Constitution and By-
Laws. It looks rather odd that we would be
asked to join an organization that has a Con-
stitution and By-Laws that we don't approve of.
If we want to know what's going on it looks like
the best way to find out would be to join them.
There's one particular sentence in the Constitu-
tion that I very much approve of and that is
this:

'In no event shall any policy be promul-
gated by the Council unless the Council,
by a unanimous vote of all member states,
so authori~es.'

If we are a little concerned about what's
going to happen, what they are going to do, I
think it's well we do become members because we
can head off anything we don't like; anything
that's contrary to the interests of the State of
Colorado.

the organization as far as that's concerned. I
mean about us becoming a member. I don't see
