I

I

MR. STAPLETON:

MR. MOSES:

see if there is anything that is holding it up.
We will do anything that we can be of any help
on, in jarring it loose."

"Let's see - the next item on the agenda is
the Report of our Attorney, Mr. Moses."

"Since the last meeting of the Board, the
Committee on Revision of the Water Laws has met
September 29, October 12, 26 and 27. The Octo-
ber 12 meeting was before the water law section
of the Colorado Bar Association, and many worth-
while suggestions resulted. On November 17
the committee will report its current thinking
to the members of the Colorado Water Congress
at the annual meeting of that group in Denver.
The committee believes that the support of the
irrigators and engineers is essential if any
proposals are to receive favorable consideration
from the legislature. Later on, after the
approach of the committee is more firmly fixed,
I hope to have the committee give an interim
report to this Board.

I attended the Upper Colorado River Com-
mission meetings at Albuquerque on October 6th
and here in Denver yesterday.

In addition, I have been able to spend more
time in the Denver office than I have heretofore,
and I hope to arrange my affairs so that I will
be available to the Acting Director whenever he
feels I can be helpful.

I have scheduled a special meeting of the
Rio Grande Compact Commission. That's an in-
formal meeting in New Mexico on November 28 and
I shall attend. We have some real problems there
because of the continued deficit Colorado, under
the Compact, has and the natives below the Colo-
rado state line are beginning to get restless.
I hope that we can have an amicable meeting.

I also plan to attend the annual meeting
of the Colorado River Water Users Association in
Las Vegas November 30 and December I and 2."
