We think we can work out <br />an arrangement that would be most advantageous <br />for all of the appropriators on the Arkansas <br />River. <br /> <br />A brief item, 'Proposed Amendments to the <br />State Water Code' - they all failed, with the <br />exception of some concerning the court proce- <br />dures. Substantive amendments did pass the <br />House, but they were rejected by the Senate. <br /> <br />The final item concerns the Narrows Proj- <br />ect. We have received word from Congressman <br />Aspinall that hearings on the Narrows Project <br />will be held in Washington, D. C. on April l6 <br />and 17. This is to reauthorize the Narrows <br />Project. Governor Love and I will appear before <br />the committee to testify for the project. If <br />any of the Board members would like to attend <br />those hearings on the 16th and l7th, if you <br />will advise us we will make the necessary <br />arJ:angements. <br /> <br />Yesterday I testified in the District Court <br />in Greeley concerning the adjudication in <br />progress there. a part of which is to adjudicate <br />a water right to the proposed Narrows Reservoir, <br />a conditional right. There is still some en- <br />trenched opposition to the Narrows Project. I <br />suppose that will continue until it is construct- <br />ed and perhaps thereafter also. <br /> <br />The Narrows Project was authorized in 1946 <br />as the Board will recall. Twenty-four years ago. <br />It should have been constructed long since. <br />Preconstruction started in 1948. During the <br />period starting in 1965 and through this year. <br />
