we had implementing instructions from our office
of the Chief of Engineers which told us to do
this. We were doing some of it before that but
they have emphasized and reemphasized this, told
us what we must do and we intend to go as far
as they say and perhaps even further. They have
put no limitations on how far we can go. They
just stipulated amendments."

"I think Mr. Sparks has some amending
language to the resolution that is in your
folder. Will you give us that, please, Larry?"

"In our request to the Corps of Engineers
to review this 'project, they suggest that on
page 2 of the resolution, at the end of the
first paragraph on that page where it says 'to
the construction of flood prevention works on
the channel of the South Platte River from
Denver to Fort Morgan, Colorado' that these
words be added 'and the Board agrees to provide
or assist in the organization of a responsible
legal entity to sponsor the local cooperation
requirements prior to initiation of the con-
struction of such facilities'. That has been
our normal practice anyway but they deem it
necessary to have it in the resolution."

"Did everybody get that wording?"

"It's to the effect that we agree that we
will come up with the necessary legal entity
to sponsor this construction. That can either
be done by this Board itself, we have the auth-
ority under the law, as we are sponsoring the
improvement below Chatfield, or we can get local
agencies to sponsor it. In this case, we have a
local agency which has been really on the ball
lately and is anxious to get into this field.
This is the Five Counties organization which is
now seven or eight counties."
