Green
721 State Centennial Building
1313 Sherman Street
Denver, CO 80203

RE: STEVENS LAKE ENLARGEMENT PROJECT
~ONTINUED AUTHORIZATION

Dear Board of Directors,

As I cannot be present for your meeting on the 22nd of this
month, the intent of this letter is to request continued
authorization for the above-mention project, which was
originally authorized for 51,912,000 in 1993.

Our original plans anticipated completion of this project by
now. For various and unfortunate reasons, we have experienced
delays. Mainly due to the drought in 1996, our attention turned
to a raw water line extension from the San Juan River to a new
water treatment plant to be located at our office .complex.
Following an unexpected lawsuit filed only days prior to closing
on a revenue bond issue, this particular project was delayed not
quite two years. The issue has since been settled and
construction commenced in 1998, with completion expected by next
summer.

With continued rapid growth in our community and expansion of
our service boundaries, the Stevens project remains an integral
part of the District's need to provide an adequate raw water
storage as well as a potable supply to its growing number of
customers. The past several years the District has continued
diligently working towards this project. Several thousand
dollars have been spent towards engineering work, which
continues, and aerial photography of the site is complete.
Acquisition of the additional land necessary for the enlargement
was finalized last year with a cost exceeding $243.000.
Monetary support from the San Juan Water Conservancy Dis~rict
has helped defray some of these incurred costs. We expect to
have the Feasibility Study completed by !'lay, 2000. Depending on
whether we go for a general obligation or a revenue pledge will
determine whether request for funds is made in 2001 or 2002.

100 Lyn Avenue
P.O.
