This study will be completed in Hay, 2000. We
feel this study will shed some light on Redmesa's possible future
in the overall water situation in our region. If this project is
viewed as part of a regional water management plan, the public
perception of the project will be much better.

Many events have transpired since obtaining our permit in 1997
which have prevented us from proceeding with the project,
nevertheless, we plan to move forward in the next few months with
the following items:

1. We will obtain the services of a water attorney to review
the winter water rights issues (livestock water vs. storage
water) on the La Plata River, and work with the other water
users, their attorney and the court if necessary to resolve
them.

e

2. We will review the 1995 feasibility study done by Harris
Water Engineering and make whatever changes and or
corrections may be necessary. Financial feasibility will be
reviewed and updated in this process. A final determination
of feasibility will be made by September 30, 2000.

We feel that upon completion of the above mentioned items by
November, 2000, we all will have a better idea of whether this
project should continue or not.

Thank you for your patience and consideration.

Sincerely, J ~

.':!:::t,7j

Vice President
Redmesa Ward Reservoir and
Ditch Company

.
