<br />government money, and GIS base mapping by the local govemments. CWCB will be responsible for the <br />assembly of a single Douglas County map. <br /> <br />The third project is also a two-part project, with both part~ being managed by the CWCB. $140,000 from <br />FEMA, $25,000 from Urban Drainage and $200,000 is being spent on a study of South Boulder Creek in <br />Boulder and unincorporated Boulder County. In addition,! $315,775 from FEMA, $55,000 from the <br />CWCB, $25,000 from Urban Drainage money, and GIS b~se mapping from the local governments are <br />being used throughout incorporated and unincorporated Boulder County. <br /> <br />The Denver and Douglas County projects are being conducted as "Early Implementation Successes", a <br />FEMA initiative designed to serve as early pilot project successes for counties throughout the country. <br />The schedule is very fast for these projects, with completi~m being expected in 6 months. The Boulder <br />County project will proceed more slowly, with completioI\ scheduled in 2005. <br /> <br />These three counties are the first counties in Colorado to be mapped as part of the nationwide Map <br />Modernization Program. We expect that federal funding will be available for several years into the future <br />for this Program. <br /> <br />FEMA Business Case Plan (Floodplain Mapping): FE1v;lA is asking states to develop, within six <br />months, a five-year Business Case Plan (BCP). The BCP must define the state's plan for managing <br />selected components of the flood hazard-mapping progr~. <br /> <br />The CWCB has requested a $30,000 grant from FEMA for the BCP, but additional state funding will be <br />applied to the grant to meet the non-federal cost share req~irement. <br /> <br />The goals of the BCP are: <br /> <br />· Develop a management plan to allow the CWCB to direct and manage floodplain-mapping <br />activities in Colorado. This will prevent FEMA from solely making important decisions related to <br />mapping priorities and funding in Colorado. : <br /> <br />· Develop protocol for appropriate coordination amqng floodplain mapping partners including the <br />Urban Drainage & Flood Control District, Local Governments, FEMA, and engineering <br />consultants. (i.e. Urban Drainage will be the lead a~ency for the seven county Denver <br />Metropolitan area within their jurisdiction). . <br /> <br />· Establish standards and procedures for hydrology, hydraulics, GIS, and other technical features <br />related to the program. (i.e. determine how old technical information, such as hydrology, should <br />be integrated into new studies or discarded ifit is d.eemed to be inappropriate). <br />i <br />· Establish a system for preparing, updating, and maintaining digital maps and databases. <br />! <br />· Define the roles for the Mapping Coordinator in CQlorado, and request funding from FEMA to <br />support that position. : <br /> <br />· Establish new and acceptable criteria for evaluating community floodplain mapping needs and <br />prioritize those needs. Re-evaluate statewide priorities on a regular basis. <br /> <br />· Create a venue for updating the plan on an annual qr as-needed basis, and design the plan to meet <br />Colorado's Map Modernization Needs ($36 millio1 total need identified at this time) <br /> <br />The CWCB will contract with an engineering consulting f~ with support from a local publishing expert <br />for services related to the Colorado Map Modernization Iniplementation Plan. FEMA notified Colorado <br />and other states of an opportunity to apply for a new grant Under the CAP- MAP-SSSE program, which is <br />now incorporated into the Department of Homeland Secuqty. The new funding is to be used to manage <br />and support the multi-hazard Flood Map Modernization Program.
