<br />This spending authority will assist in covering the cost of administrating, coordinating, and monitoring all <br />the new permits for weather modification in Colorado. The CWCB collects a 2 percent commercial fee <br />from the permitted projects and that amount could be $12,000 - $18,000 for the winter season of2003- <br />.2004. The CWCB collects fees at the end ofthe cloud seeding year after the consultants are paid from the <br />project sponsors. Fee collection happens to coincide with the end of the state fiscal year. Three potential <br />solutions are: statutory changes, requesting the fees at the beginning of the program year, and holding the <br />funds through the end of the fiscal year to use for an operating budget during next year fiscal year <br />(operating one year behind). The CWCB staff will seek resolution to this issue and keep the board <br />informed. <br /> <br />Holsinger Leaving: DNR Assistant Director Kent Holsinger has left state employment to pursue other <br />opportunities. He will be working as an associate with the Denver law firm of Hale, Hackstaff & Friesen. <br /> <br />Northern Colorado Water Conservancy District: The District relocated their offices from Loveland, <br />Colorado to 220 W ater Avenue in Berthod, Colorado effective on September 2nd .
