<br />California Quantification Settlement Agreement and Related Activities: At the Sept. 11 Colorado <br />River Annual <br />Operating Plan <br />meeting, Reclamation <br />and California interests <br />indicated they have <br />reached agreement on a <br />QSA. This agreement <br />required the state <br />funding legislation <br />required to implement <br />the Salton Sea <br />activities to be passed <br />by SepU2, 2003. All <br />other agreements must <br />be concluded by Oct. <br />12, including the <br />agreement with the <br />Secretary of Interior. <br /> <br />. We are waiting to see if <br />all these actions occur, but California and Nevada interesta were pressing for consultations and <br />reinstatement of the Interim Surplus Guidelines as soon asipossible after Oct. 12. <br /> <br />The graph below shows how water is being used by Califo;mia agriculture in comparison to the Interim <br />Surplus Guidelines. ' <br /> <br />Efforts have been focused the development of a comprehensive action plan aimed at conserving the <br />Humpback Chub. At the Aug. 13-14 meeting, the AMWQ made a recommendation to the Secretary of <br />Interior that the Management Objectives and Information Needs identified in the strategic plan be <br />. accepted as recommended by the Ad Hoc Workgroup on what should and should not be included in the <br />AMP. Colorado chaired that Ad Hoc Workgroup. AMW<iI acceptance means that the strategic plan is <br />one step closer to completion and the several items we had! sought to make outside the program, or at least <br />ineligible for AMP funding, have been achieved. ' <br /> <br />2004 Colorado River Annual Operating Plan Meeting: The first consultation meeting with the <br />Colorado River Management Work Group (CRMWG) for the development of the 2004 Colorado River <br />Annual Operating Plan (AOP) was held June 3rd in Las Vegas. Further consultation occurred on August <br />6th and the fmal consultation was held on September 11 th in Las Vegas. The draft 2004 AOP was <br />accepted by the CRMWG at the September 11 th meeting. . Key issues in this year's AOP discussions were <br />the language related to California Quantification Settlemertt Agreement and potential reinstatement of the <br />Interim Surplus Guidelines, which are currently suspendedl Even if a QSA were achieved, only a partial <br />domestic surplus would be available for the Lower Basin, ~ecause Lake Mead is projected to be below <br />elevation 1145 on December 31, 2003. Otherissues included shortages due to the continued drought <br />throughout most of the basin, 602(a) Storage determinatio~s, impacts to the Cienga de Santa Clara ifthe <br />Yuma Desalter is operated and inadvertent overruns and delivery shortages.
