<br />Stream & Lake Protection Program Celebrates 30th Anniversary: On Sept. 5 we hosted a dinner with <br />Trout Unlimited in conjunction with their national convention in Denver to recognize Colorado's <br />program. More than 80 people attended the event including program pioneers Sen. Fred Anderson, David . <br />Robbins, and Eddie Kochman. Justice Greg Hobbs delive~ed the keynote address. <br /> <br />Arkansas RiveriBasin <br /> <br />Pipeline Scoping Meetings: Reclamation has announced the first "scoping meetings" in the <br />environmental study process for Colorado Springs Utilities' planned Southern Delivery System that <br />entails a large pipeline to carry water from the Arkansas River to Colorado Springs, Fountain and <br />Security. Reclamation is conducting the environmental impact study because the system will involve <br />Lake Pueblo, a reservoir in the bureau's Fryingpan-Arkansas Project. It hopes to complete the draft report <br />in the fall 2004. <br /> <br />At the scoping meetings, public entities and individuals mlty comment on the plan and four alternatives <br />for the route the pipeline will follow. Meetings will be hel\i: <br /> <br />Sept. 24 at the Buena Vista Community Center; <br />Sept. 25 at Fountain -Fort Carson High School in Fountain; <br />Oct. 7 at the Koshare Kiva in La Junta; <br />Oct. 9 at Colorado State University-Pueblo's Occhiato Center ballroom; and <br />Oct. 15 at the Colorado Springs City Auditorium. <br /> <br />Comments may be mailed to Pat Mangan at Reclamation's' Eastern Colorado area office, 11 056 W. <br />County Road 18E, Loveland CO 80537, or e-mailed to Dm:angan@do.usbr.gov. <br /> <br />Fountain Creek Watershed Study: The Albuquerque District ofthe US Army Corps of Engineers <br />(Corps) has posted a "Pre-solicitation Notice" for consultaht services to assist it with completing the <br />Fountain Creek Watershed Study. The study will address the entire Fountain Creek watershed, including . <br />portions ofEl Paso, Teller, and Pueblo Counties, the Towtis of Palmer Lake, Monument, and Green <br />Mountain Falls, and the Cities of Colorado Springs, W ood~and Park, Manitou Springs, Fountain, and <br />Pueblo. The $3,000,000 study will take approximately 3 -i 3.5 years. It will be funded 50% by the Corps, <br />30% by the local governments, 10% by CWCB, and 1 0% ~y the Colorado Department of Local Affairs <br />(DOLA). Pre-selection of 4 -6 finalist consultants is sched,uled for the week of September 22 - 26,2003. <br />One of those finalists will be chosen during the week ofO~tober 6 -10, 2003. Negotiations with the <br />selected consultant will begin innnediately, with work antiCipated to begin in November or December <br />2003. <br /> <br />Kansas v. Colorado Decision: The Special Master has iss~ed a draft of his proposed forth report that <br />includes his recommendations on all remaining issues. Hi~ recommendations generally adopt Colorado's <br />positions on damages and future compliance measures. Far example: <br /> <br />· Damages are to be calculated according to Colorado's 1p.ethodology and will be approximately $30 <br />Million as opposed to Kansas' calculation of$53 Million; <br /> <br />· Kansas' insistence on the need for a Federal River Master was denied, but the Supreme Court should <br />retain jurisdiction for a brief additional period; <br />, <br />. The SEO's well rules, including use of the PCC method: of pumping measurement, and administration <br />of groundwater pursuant to substitute supply plans prevented further improper depletions and allowed <br />Colorado to achieve full Compact compliance duringtl).e period 1997-1999; <br /> <br />· Colorado's irrigated acreage and well studies will be used in future HI Model runs, using Kansas' ET <br />methodology to determine crop consumptive use, but agreeing with Colorado's position that HI model . <br />results should be averaged over a 10 year period to det~rmine future compliance; and, <br /> <br />10 <br />
