Some of the funding will go to a nationwide contract, a <br />whereby work would be directed from Washington, D.C. It is still expected that a significant ., <br />portion of the funding will go directly to states and to regional flood control and drainage <br />agencies (such as the Denver metro area's Urban Drainage and Flood Control District). At this <br />point it is impossible to estimate the amount of funding for Colorado other than to say that if the <br />$150 million were equally allocated among the 50 states, Colorado would receive $3 million. It <br />is anticipated that during April 2003 FEMA will finl!lize its funding allocations. <br /> <br />There is a strong possibility that there would be !! significant increase in federal funding for <br />floodplain mapping from FY '03 to FY '04. YVith an uncertain budget situation due to <br />international affairs, it is difficult to say whether the President's original plan for substantial <br />funding to continue for 3 to 5 additional years will be supported by Congress, or even by the <br />President. At this point staff is concentrating on :getting ready to take full advantage of the <br />funding Colorado will receive for FY '03 mapping work. <br /> <br />Prior to the budget action by Congress, FEMA hosted a national planning session in Atlanta with <br />state and regional officials to determine how FY,'03 and future mapping actions should be <br />implemented and to discuss coordination options i for local/regional/state/federal efforts. 12 <br />states, including Colorado, attended that meeting. i In addition, 9 regional agencies, including <br />Denver's Urban Drainage & Flood Control District, attended the meeting. The states and <br />regional agencies invited by FEMA were invited because they were deemed to be leaders in the <br />area of floodplain mapping and because they had sufficient experience with administering their <br />own floodplain mapping work that they could serve: as models for other states and communities. _ <br />We are confident that FEMA trusts Colorado to perform well in preparing floodplain maps once ., <br />the funding is available. ' <br /> <br />Currently FEMA staff in Washington, D.C. and in their regional offices is following up on the <br />Atlanta meeting. They are determining how the $150 million will be allocated, what <br />performance standards will apply.in this first year and what procedures will have to be followed <br />in preparing the FY '03 maps. CWCB staff expects to be hearing from FEMA regarding funding <br />amounts and regarding contracting procedures in APril. <br /> <br />State Activities <br />FEMA has stated that it will fund 75% of the co~t of carrying out their Map Modernization <br />Implementation Plan (MMIP). That means that 10Clll and state govemment must provide 25% of <br />the cost. CWCB staff has assumed that half of that state/Iocal share (12.5%) should be provided by <br />the State of Colorado through the CWCB and half pf that share (12.5%) should be provided by <br />participating local governments. Once the Federal funding amount for Colorado has been <br />determined, it will be clear what the state and local sqare will be for FY '03. Given the unknowns, <br />staff has begun the process of contacting local igovernments and determining which local <br />governments are in a position to contribute their share itoward the cost of floodplain mapping. <br />, <br /> <br />The Colorado MMIP report identifies mapping upd;lte needs throughout Colorado and estimates <br />their cost. In addition, the report prioritizes the mapping update needs of the 64 counties in Colorado <br />(including the municipalities within each county). Because FEMA plans on maps being prepared <br />countywide, in any given county one set of maps will address both the unincorporated areas of the a <br />county and the municipalities. ., <br /> <br />Flood Protection.
