<br />The primary activities associated with the CAP-MMMS program include assistance in prioritization of
<br />mapped counties, contacting and coordinating with upcoming counties and counties currently being
<br />mapped, coordination with mapping contractors, communication with FEMA regarding mapping
<br />activities, scoping of mapping activities, and the development of Mapping Activity Statements, which
<br />outline specific activities to be performed during the Map Mod procedure. Funding for FFY05 was set at
<br />$122,000. This is a 100% federally funded program, and no state match is required.
<br />
<br />MaD Modernization Initiative
<br />The Map Modernization Initiative is an extensive federal process with the goal of providing digital
<br />floodplain maps in GIS format for every county in the nation. Initially set at $ I billion cost and as-year
<br />time line to complete, performance to date has shown that both measures are inadequate for completion.
<br />The president and Congress have outlayed $250 million for FFY06 for these activities around the nation.
<br />During the Map Mod process, floodplain maps are modernized on a countywide level (as opposed to a
<br />community level), and therefore all communities within a county are updated simultaneously. The cost of
<br />modernizing a county is highly variable and depends on a number of factors, including land area, stream
<br />miles, level of development, availability of topo data, quality of past studies, and level of detail on
<br />streams studied.

<br />Colorado has established itself as a leader for Map Mod activities within FEMA Region VIII (which also
<br />includes the states of Utah, Wyoming, Montana, North Dakota, and South Dakota). As a Cooperating
<br />Technical Partner (CTP), FEMA provides funding to the CWCB to manage the majority of the counties a
<br />updated. In addition, the Urban Drainage and Flood Control District (UDFCD) serves as a CTP and has -
<br />served as the coordinating agency for the 7-county Denver Metropolitan Area. To date, the folIowing
<br />counties in Colorado have been completed or begun: Adams, Arapahoe, Denver, Douglas, Boulder,
<br />Broomfield, Jefferson, Routt, Grand, Eagle, and Larimer. In addition, funding agreements are being
<br />prepared between FEMA and CWCB to begin work in Mesa, Pueblo, Clear Creek, Fremont, Montezuma,
<br />Garfield. To date, the total federal funds paid to Colorado for completion of these studies is in excess of
<br />$4 milIion, with an average annual outlay approaching $1.5 million. There is a 25% local match for
<br />projects funded during this program. The CWCB typically funds half of this local match, and the
<br />remaining match funds are derived from local sources. The level of funding and workload for the
<br />program is expected to increase further in the coming years as more focus is placed on the Region VIII
<br />states.
<br />
<br />The State Map Modernization Fund, which is derived from the CWCB Construction Fund, has been
<br />extremely beneficial in providing the much-needed non-federal cost for the federal grant dolIars. The
<br />state matching dolIars have clearly launched Colorado into the top bracket of states receiving federal
<br />grants, especially on a per-capita basis.

<br />Pre-Disaster Mitil!ation Grant Prol!ram
<br />The PDM program is a nationally competitive all-hazards grant program to fund studies and projects to
<br />mitigate the disastrous effects of various natural hazards. This grant program is managed by the Colorado
<br />Division of Emergency Management (CDEM), a division within the Department of Local Affairs, and the
<br />State Coordinating Agency for general emergency management. The CWCB flood protection section a
<br />assists in preparing applications for all flood-related projects and plans. _
