<br />.' .. <br /> <br />-4 - <br /> <br />Board Action <br /> <br />. <br /> <br />As stated earlier, there will be a discussion under this agenda item by Russell George, Rod Kuharich <br />and Rick Cables regarding their March 10 meeting, Rick Cables is expected to give the Board a <br />status report on the Ditch Bill easements in Colorado. <br /> <br />There are a number of questions that have arisen which Rick Cables may be able to address, some of <br />these deal with the Ditch Bill issue directly, some are more general in nature and deal with overall <br />Forest Service policy, They include: <br /> <br />. Has the Region 2 position changed regarding non-issuance of permits until a <br />"national Ditch Bill policy" has been established? <br /> <br />. If this position remains intact, the question remains as to how long will it be before <br />such a policy is established? <br /> <br />. If a national policy is being developed, will there be an opportunity for the states and <br />water users to participate collaboratively with the Forest Service in its development? <br /> <br />. Does the TelUlY Decision represent a direction in Forest Service policy to work more <br />cooperatively and collaboratively with the states on water resource issues? <br /> <br />. With Bob Storch's retirement, how do you see the results of the Pathfinder Project . <br />being implemented on the GMUG National Forests? <br /> <br />. Do you see the Pathfmder Process having applicability to other National Forest <br />System lands in Colorado? <br /> <br />. What roll does the Regional Office play in insuring uniform policy decisions across <br />the National forests in Colorado? <br /> <br />.
