sixty days' .of any address change .of the h.older or change in owner-

, (C) Easements issued under the auth.ority,.of this subsecti.on shall
include all changes '.or modificati.ons to the .original facilities in
existence as of Octeber 21, 1976, the date .of enactment .of this Act,
"(D) Any future extensi.on .or enlargement of facilities after Octo-
ber 21, 1976, shall require the issuance .of a separate auth.orization,
net auth.orized under this subsectien, ,
"(3XA) Except as otherwise pr.ovided in this subsecti.on, the Sec-
retary.of Agriculture may terminate .or suspend an easement issued
pursuant to this subsection in acc.ordance with the pr.ocedural and
.other previsions .of section 506 .of this Act" An easement issued
pursuant to this subsection shall terminate if the water system for
which such easement was issued is used fer any purpose .other than
agricultural irrigation .or livestock watering use. Fer purp.oses .of
subparagraph (D) .of paragraph (1) .of this subsection, n.on-use .of a
water system fer agrIcultural irrigation .or livestock watering pur- .
peses fer any continuous five-year peri.od shall const.itute,a rebutta-
ble presumptien .of aband.onment .of the facilities c.omprising such
system,
"(B) N.othing in this subsectien shall be deemed' to be an asserti.on
by the United States .of any right .or claim with regard t.o the
reservation, acquisiti.on, .or use of water, Nething in this subsection
shall be deemed to cenfer.on the Secretary .of Agriculture any p.ower
.or authority to regulate or control in any manner the appropriation,
diversi.on, .or use .of water for any purpose (nor te diminish any such
power or authority .of such Secretary under applicable law) or to
require the c.onveyance .or transfer to the United States .of any right
or claim to the appr.opriation, diversion, or use of water.
"(C) Except as .otherwise provided in this subsecti.on, all rights-of.
way issued pursuant t.o this subsection are subject to all c.onditi.ons
and requirements of this Act,
"(D) In the event a right-of-way issued pursuant to this subsection
is all.owed to deterierate to the point of threatening pers.ons .or
pr.operty and the h.older .of the right-of-way, after c.onsultati.on with
the Secretary of Agriculture, refuses to perf.orm the repair ,and
maintenance necessary to rem.ove the threat t.o pers.ons .or pr.operty,
the Secretary shall have the right t.o undertake such repair and
maintenance .on the right-of.way and t.o assess the li..older fer the
costs .of such repair and maintenance, regardless .of whether the
Secretary had required the h.older to furnish a bend .or .other secu.
rity pursuant to subsection (i) of this section,". '
(c) Section 501 of the Act is amended by adding at the end .of
subsecti.on (b) the foll.owing paragraph:
"(3) The Secretary .of Agriculture shall have the auth.ority t.o
administer all rights..of-way granted .or issued under auth.ority
.of previ.ous Acts with respect t.o lands under the jurisdicti.on .of
the Secretary of Agriculture, inclUding rights-.of-way granted .or
issued pursuant t.o auth.ority given t.o the Secretary .of the .
Interi.or by such previ.ous Acts,",
