Div. 1, DAMID: 060111 <br /> <br />Dear Henry: <br /> <br />e <br /> <br />On November 22, 1996, I perfonned an internal inspection of the outlet conduit of the <br />subject dam using the State's SLED device and a stil1 camera; I was assisted by Lee Forsyth and <br />John Brunner, representing the Boulder & Lefthand Irrigation Co, Enclosed is a copy of the <br />memo I prepared documenting the findings of the inspection, along with a set of photographs <br />taken inside the pipe. <br /> <br />As noted in the memo, an area of severe corrosion was noted in the west sidewall of the <br />30-inch corrugated steel pipe, just inside the downstr~ end. Several pieces of perforated metal <br />were easily removed from this area, exposing the clay soil surrounding the outside of the pipe, -F- <br />While the photos taken inside of the pipe do not, for the most part, indicate incipient rust-through <br />ofthe pipe, the condition at the downstream end makes me believe that the pipe is nearing the end <br />of its service life. If so, work needs to be perfonned in the near future to rehabilitate the outlet <br />works. <br /> <br />I am therefore requiring the Boulder & Lefthand Irrigation Company to rehabilitate the <br />outlet of this dam within the next three (3) years; i.e., by December 31, 1999, This will require <br />that you retain a registered professional engineer experienced in the design and construction of <br />dams to evaluate the outlet system and to prepare plans and specifications for its repair, The <br />plans and specifications wiU need to be submitted to the Dam Safety Branch in Denver for review <br />and approval prior to construction. To allow yourself sufficient time to complete the repair. your <br />engineer should have a preliminary plan for the repair developed by December 31, 1997, <br /> <br />My general conclusions regarding the condition of the pipe and the probable need for its <br />repair were discussed with Lee and John during the inspection, If you or your engineer would <br /> <br />e <br />
