March 10-11, 1998, Board Meeting- <br />Boulder and Left Hand Irrigation Company <br /> <br />Approval of a Small Project Construction Fund Loan in amount of $50,000 to <br />reconstruct the Twin Lakes inlet and outlet structures and to rehabilitate drop <br />structures on the ditch system. <br /> <br />'~ BACKGROUND <br /> <br />The Boulder and Left Hand Irrigation Company (located in Boulder County) has applied for a <br />Small Project Loan to undertake rehabilitation of portions of their system, They wish to borrow <br />75 % of the cost to complete Phase I rehabilitation work, estimated at $62,500, Staff is <br />recommending a loan in maximum amount of $50,000, in the event contractor bids exceed the <br />estimate, The CWCB loan would still be limited to 75 % of actual fmal project costs, <br /> <br />This ditch system is located' north of Boulder Creek, about 1 mile north east of Boulder (see <br />attached map.) The system has been in operation since 1873 although the Company formally <br />incorporated in 1921. Many of the concrete structures are original to the ditch system, Twin <br />Lakes Dam was built later, in 1948, Recent inspections of the outlet indicate that the pipe has <br />rusted through, and must be replaced, The reservoir (Twin Lakes is made up of Davis Dams #1 <br />and #2) has a total capacity of 218 acre-feet and is rated as a class 2 dam, since failure would <br />cause significant property damage if the dam were to fail, <br /> <br />Mike Ballantine P.E. of Rocky Mountain Consultants (RMC) has completed recolUlaissance level <br />engineering design work, has reviewed the feasibility of several design alternatives, and has <br />developed a cost estimate for the project, RMC has been hired by the Company to complete the <br />feasibility study and engineering design work for the project. <br /> <br />~ <br />
