<br />MR. STAPLETON: <br /> <br />MR. ELLIOTT: <br /> <br />off the eastern slope as far as big-game hunt- <br />ing is concerned in the years to come. Now <br />the western slope is about the only place we <br />can really look to to try and maintain big- <br />game herds, particularly elk which need a <br />considerable amount of range. If these 'I <br />ranges, whether they be private or publicly <br />owned, are continually diminished for other <br />USes, I don't think that we can stand up here <br />and say this is absolutely wrong; this is <br />what the people of this state want and say <br />this is good for the economy and health of <br />the state. As a game biologist I am not <br />going to stand up here and tell you that's <br />all wrong but as a game biologist and <br />ecologist, I am going to tell you that you <br />can't have big-game hunting and the recrea- <br />tion and all the attentive benefits that have <br />gone along with this in the past years in the <br />same proportions that you have enjoyed in the <br />past. I think this is just a foregone con- <br />clusion. <br /> <br />So our purpose here is to attempt to <br />reserve whatever big-game ranges there are in <br />the state and if they can be improved we want <br />to improve them and if they are damaged we want <br />mitigation for them. That's our business. <br />That's why we are here." <br /> <br />"What I am trying to suggest is that <br />there is multiple use for these areas and <br />there ought to be multiple assumption of <br />financial responsibility. I'm not arguing <br />because the people who live in the community <br />can argue it better than I can. But in read- <br />ing this report last night, I was struck by <br />the investment and the burden. I just thought <br />at least I'd like to get a little better <br />picture of What the problem was.
