I think this Board needs to be rather <br />reluctant to make recommendations, because <br />conditions will change, the use of water will <br />change greatly. I heard one of the high rank- <br />ing members of the legislature say 'I see <br />water running off your ranches over there. <br />Certainly that's waste'. Well that sure as <br />hell isn't waste. It gets back into the <br />stream. You've got more waste at Curecanti <br />Reservoir than you have in all the irrigation <br />on the western slope. You guys may not know <br />that, but that's true. <br /> <br />I <br /> <br />So there are some things to think about. <br />You can't irrigate in our country without <br />you have enough water that some of it will <br />get back into the stream.
