On t1lly 8, 1985, the Texas Senate and House of Representatives passed two very

i;nportdnt pieces of legislation, House Joint Resolution 6 (HJR 6) and House

Bill 2 (t1B 2), intended to assist the State in meeting its water needs into

tile 2L;t century. . Alnoo'3 other programs, the provisions of liB 2 anended the

Texas Water Code to assign the responsibility for adninistering the prinary

state \o/ater conservation programs to the Texas W3.ter DeveloJ?l1ent Board. The

water conservation provisions of liB 2 assigned operating funds for municipal

and agricul tural water conservation progra.ns and required the llnplellentation

of water conservation prO',jrans by recipients of financial assistance fran the
Texas WOlter Developnent Board.

Water Assistance 8Jnd and Water Developnent Fund

(Attachnent~ 2 and 3) require that applicants for water supply and wastewater

systen lo,ms frau the Texas Water Developnent Board adopt a progran of water

conservation as defined in the Code. In response to the requirements in the

Code, the Bvard established Rules and Guidelines for the developnent and

subnission of water conservation plans by applicants in conjunction with a

lQln ap~lication (Attachnent 4). The conservation staff of ~~e Board reviews

the wab:r conservation plans subnitted by applicants and provides technical

assistance in plan developnent. Once a plan is approveJ by the Board, the

plan must ~ adopted by the atJPlicant, and the adopted water conservation

prograll ,uust be continued throughout the life of the loan.
