BAILEY: <br /> <br />"I think you know this conference was <br />called at the suggestion of Senator <br />Anderson. Dean Crawford, Chilson and I <br />attended. The Governor and Lieutenant <br />Governor, Senators Millikin and Allott <br />and Representatives Chenoweth and Rogers <br />were present. You have been furnished <br />with a copy of the resolutions which were <br />adopted. The Governor of Colorado <br />appeared at that meeting and suggested the <br />one unit plan--construction of " Glen Canyon <br />alone. That suggestion did not meet with <br />approval. I would say it was the unanimous <br />opinion of all the Senators and Representa- <br />tives at that meeting that there was no <br />chance of getting any place with the Bill <br />if Echo Park were left in it." <br /> <br />I <br /> <br />In this connection, Mr. Crawford called attention to <br />Resolution II by Senator Barrett. <br /> <br />Mr. Chilson referred to the possibility of the Navajo <br />Project being constructed from funds other than the Colorado <br />River Storage Project funds. This would eliminate a quite <br />large drain on the power revenues because the cost of that <br />project is quite large. <br /> <br />MR. BAILEY:" <br /> <br />"I neglected to say that the Governor <br />proposed a division of the protits bas~d <br />on the allocation of water and it was my <br />impress~on that there was not too much <br />opposition to that. Some formula that is <br />agreeable to Colorado might be adop~ed. <br />If the Navajo Project can be constructed <br />under the Leavitt Act, the total appropria- <br />tion necessary for construction under the <br />Bill would be materially reduced, It was <br />in view of this possibility that the other <br />states, including New Mexico, seemed to be <br />more or less favorable to the adoption of <br />some formula which could be acceptable to <br />Colorado." <br /> <br />I <br /> <br />Mr. Crawford then read to the Board a letter from Governor <br />Johnson to Governor Lee of Utah.
