It was c::mstruc:ed between 1962 and <br />1966 by Recla..'11ation as 'Dart of the Aspinall Unir (formerly Curecanti), a primary unit of <br />the Colorado River Stor~ge Project. Water rights for the Aspinall Unir were originally <br />acquired by the Colorado River Water Conservation District. Most of these water rights <br />were conveyed to Reclamation prior to initiating construction. <br /> <br />Recognizing opportunities to improve water deliveries to project lands from the <br />Gunnison Tunnel, the UVWUA and Reclamation entered in to a Reservoir Storage <br />E.,>change Agreement on August 21, 1972 The 1972 agreement demonstrated there were <br />also opportunities to enhance recreation and fishery resources between Taylor Park Dam <br />and Blue Mesa Reservoir and to generally provide better utilization and management of the <br />water resources throughout the basin. In order to accomplish these additional objectives, <br />Reclamation and the UVWUA agreed to revise the 1972 agreement and entered in to the <br />August 28, 1975 'Taylor Park Reservoir Operation and Storage Exchange Agreement." <br />adding the Colorado River Water Conservation District (CRWCD), and the Upper <br />Gunnison River Water Conservancy District (UGRWCD) to the agreement. <br /> <br />We would be happy to provide you with copies of these two agreements, if you <br />prefer. but the following su=ary of significant provisions may suffice for now. Paragraph <br />1 of the 1975 agreement provided for the exchange of water between Taylor Park Reservoir <br />and Blue Mesa Reservoir. Paragraphs 2-4 address and set forth accounting principles for <br />that exchange, while Paragraph 5 assures the Uncompahgre Project purposes are met first. <br />Paragraph 6 continues UVWUA operation and maintenance of the project and establishes <br />annual payments (54000) to be made to UVWUA by the CRWCD and UGRWCD. <br />Paragraph 7 talks about coordination. Paragraph 8 allows the UGRWCD to apply for water <br />rights above Taylor Park Reservoir and for operations at Taylor Park Reservoir to assist the <br />UGRWCD in utilizing any such water rights obtained. Paragraph 9 allows the UGRWCD <br />to acquire water in Blue Mesa Reservoir and to exchange that water for water in Taylor <br />Park Reservoir consistent with the above. Paragraph 10 requires consent of all parties to <br />sell water from Taylor Park Reservoir. Paragraph 11 subjects the contract to the Colorado <br />P.:vec ~"':::-'act and the "Law of the River."
