Section 37-60-102, C.R.S. (1990). In fulfilling <br />that purpose, the Board is empowered by section 37-60-106(1), <br />C.R.!? (:\.990) to cooperate with the federal government in numer- <br />ous activities, including the following: <br /> <br />..>', <br /> <br />(e) To cooperate with the United States and the <br />agencies thereof. . . for th~putposeof bringing <br />'about the greater utilization of the waters of the <br />state of Colorado . . . ; <br /> <br />(g) To formulate and prepare drafts of legislation, <br />state and fede~al, designed to assist in securing <br />greater beneficial use and utilizatio~ of the waters <br />of the state. ;'. ; <br /> <br />, <br /> <br />(h) To investigate and assist in formulating a <br />response to the plans, purposes, procedures, require- <br />ments, laws, proposed laws" o,r other activities of <br />the federal government" . . . which affect or might , <br />affect the use Or development of the water resources <br />of ,this ~t~te; , , <br /> <br />(i) To confer with and appear before the officeis, <br />representatives, boards, bureaus, committees, commis- <br />sions, or other agencies of . . . the federal govern- <br />ment" for the purpose of protecting and asserting the <br />authority, interests, and rights of the state of Col- <br />orado and its citizens ,with respect to the waters of <br />the interstate streams in this state; . ; . . <br /> <br />In addition to its enumerated, duties, the B,oiud is directed by <br />section 37-60~106(1)(k): <br /> <br />In general, to take such action and have <br />such powers as are' incidental to the fore~ <br />going .pecific provisions 'and to thegen- <br />eral purposes ofcthis article; . . . . <br /> <br />Thus, the BOard has numerous enume,rated duties related to aiding <br />and I(rotecting the development of the waters of the state, and <br />spec~fically related to cooperating with the federal government <br />to achieve those ends, as well as a general mandate to take other <br />actions and exercise other powers incidental to achieving its <br />
