CO 80203

RE: Chatfield South Water District Loon

Dear Mr. Van Scriver.

e

The Chatfield South Water District (District) is requesting that the terms of the Colorado
W~r Conservation Board (CWCB) loan to us be amended.

We have been approved for a $ 500,000.00 loan to purchase raw water right for our
District The current terms of this loan have a condition that the District cover 25% of the
costs of the water rights and that CWCB wi\lloan the other 75% of this cost

We are requesting that CWCB lend us 100% of the cost of these water rights.
If the CWCB has this 25% down requirement so that the new district shows some
investment on their own towards the project costs. I would like you to review our current
target budget We are requiring each home owner to invest $5,700.00 for the lap and
connection to their home. If we also must come up with 25% of the water cost now this
wi\l seriously hurt many home owner.

Another point to consider is that Douglas County has offered to help back our district by
pID"Chasing and holding the water rights that we do not need right now. Denver water will
allow ISO laps for our district We think we will only need 100 to start. Douglas County
wil1 purchase the water required for the other SO taps so that we can utilize it later.

We also only think we will need about $400.000.00 for our water rights loan.

Please allow me the opportunity to discuss all of these points if you need more explanation.
Also I am including our target budget for your analysis.

Thank You.

~~h

Joseph Rottman, P.
