R. 3881 Studies Bill to en1arl~e Pueblo and TurQuoise Reservoirs, <br /> <br />I respectfully request an invitation to provide public testimony in support of the enclosed EI <br />Paso County Board of Commissioners and EI Paso County Water Authority letters requesting <br />inclusion of the Aspinall water source and CCP high storage oversights in H. R. 3881 <br />Reservoir Studies Bill. <br /> <br />This request is based on the following key points: <br /> <br />1) The Aspinall Pool and CCP have been potentially superior water supply and drought <br />protection alternatives for multiple basins for many years, <br />2) These available Gunnison alternatives were not considered during the PSOP process that <br />detennined enlargement of Pueblo and Turquoise Reservoirs was the preferred option. <br />3) Any federally sponsored reservoir study tbat does not include consideration of all viable <br />alternatives will likely fail EIS rules during the NEP A process, <br />4) Inclusion of Aspinall Pool and CCP alternatives in the H. R. 3881 studies could prevent <br />another costly Two Forks type loss and time delay. <br />5) Colorado needs integrated studies involving its water-short and surplus river basins to <br />solve its growing drought and growth protection crisis, <br /> <br />Thank you for considering this request for an invitation to testify on H.
