One thing that Thornton did that was perfectly legal was realize that this a free
market system, The challenge now is how to help irrigated Ag remain viable in the state.

Don Schwindt - You touched on a thought I had, restrictions on water rights akin to
zoning, don't go down that path,

Harold Miskel- John Fetcher

John Fetcher - Build two forks.

Harold Miskel- would you be willing to be on the project committee? You seem to be
the only one who can get a reservoir built.

Ben Way - with all respect, be careful about not being to simplistic in evoking the
private property role. To say a state shouldn't be involved in somehow influencing water
transfers or water rights is a bit to simplistic, especially if it impacts Ag production.
You've seen the impact on Ag production and service jobs, and the ambiance that Ag life
gives to Colorado, it's a public resource. The whole free market argument has to be
weight equally on all sides ofthe equation, especially when dealing with Ag.

Leroy Mauch - I hear your have scheduled the next three meetings, we'd like to invite
you to have a meeting in southeast Colorado.

Harold Miskel- an apology - a May meeting in the Arkansas Valley was suggested, but
Ag Commissioner Ament said we should have it in Sterling and we decided to do so. We
will schedule an Arkansas Basin meeting as soon as possible,

Harold Miskel- OK Board, before Don left he suggested scheduling with the Ag
commission? Lets try that and see if we can work something out.

Rod Kuharich - if can't do regular meeting, do you want a special meeting scheduled?

Dave Smith - day before or after our meeting would work best for me.

Harold Miskel- staff will do some work, we will try to schedule it with our regular
meeting with some public input over next 4 meetings. In meantime, Board members give
any comments or ideas to Dan McAuliffe or Rod Kuharich.

Ray Wright - could staff do research on whether water has been included with in the
1041 regulations or in zoning around the state? (Yes, it is part of I 041 regs).

Harold Miskel- Greg's question on statutory authority, can staff look into that and let us
know. Anything else? Thanks for coming all of you. lfno more business, the workshop
is over.

19
