to a parcel ofland is hard to do. Ifwe do not use the water, what do we do with the water
right? Do we still have a water right?

From your standpoint it would behoove you to have a water right that goes with the land,

John Fetcher - I have an easement, and the water goes with it. I think 35-acre parcels
are a disaster, Montana has changed their rule for subdividing from 35 to 160 acres.
Colorado should do it too.

Greg Hoskin - what is the smallest parcel of farmland for you to work on with an
owner?

Ben Way - We worked with a small farm in Cormecticut that was less than 40 acres, I
would have to go back and check our books.

Greg Hoskin - I was trying to get to a determination of what the size of a viable piece of
farmland would be, Last question - report coming out next week, will you have a map of
Thornton area in it. (no, separate) Could we get a copy of that? (yes). Forward it to
CWCB, we'll get it to Board. It is a useful and powerful tool to show other people.

Harold Miskel- any other questions from the Board? I believe there are some members
of the audience who would like to speak. I would like to suggest that we go ahead and
allow some people to speak, and we don't try to enter into a discussion today. We've
received a lot of information today, and I charge the staffto take all of the input that
they've heard here today and try and summarize that for us, in terms of how they might
see it would be most useful, and then get that back to us.. ,before that happens, I think
Board members need to provide to staff their feelings, comments, etc, they think should
be said, and put it together. Well schedule it for further discussion, another workshop, I
would encourage you to at least think about the possibility for another workshop, maybe
in conjunction with the next board meeting. I know that the staff has already received
some input from some board members, a lot of the information in our notebooks came
from Don, and I'd encourage the rest of you to do the same, I have also prepared a draft
resolution, which I will distribute, which has some thoughts I've had. But we probably
shouldn't have a resolution, but have a meaningful discussion, and then have it made into
a resolution, If a draft resolution is put on the web, it gives the appearance that this is
what we are going to adopt. I'm not even sure we should be adopting a policy, So that's
my suggestion, If any of you have any additional thoughts or big objections, let me
know.

Don Schwindt - I think there's a lot of good heads around this table. I think it would be
appropriate to have time scheduled to brainstorm to get something down in writing for us
to visit about and respond to. To me, that is the key piece, to try and schedule a
discussion for those of us on this board. I think we need a policy, and we need discussion
on this policy, It is difficult to sit around this table and have a brainstorm type of
discussion. This issue requires some of that type of discussion, I think we can come up
with a policy.
