Cases 86 & 87 got
supplemental water too, About 22,000 AF all total,

David Smith - How high up in the basin do you intend those transfers to occur?
Diversion would occur at Twin Lakes Reservoir, Only way to move water is through
Twin Lakes and over to Spinney,

Don Schwindt - 800 for the PIL T and the economics? Yes

Eric Wilkinson - Seniority of this transfer? You utilized the storage system to get your
average yield. What is the storage to use yield ratio? Average is about 74,000 AF. The
average yield of our water supply is about 136,000 AF total. Drought yield is 125,000
AF.

Harold Miskel- you guys have worked in the Valley for many years and with many
people. The most recent effort was working with Otero County. That whole
process, do you think that process was good, was there a willingness to sit down
at the table and work it out? Did it all work out well?

Doug Kemper - Yes, it worked well. The Pueblo Chieftain ran a lot of articles, it was a
divisive issue among the Board members, and it was a difficult process. The fact we
reached a negotiated settlement was huge. We set a precedent. However, every time we
work on a transfer, the bar gets higher. Each time, economic development issues come
up again and again,

Don Schwindt -lfthe bar gets higher and higher, how high before you can't jump over
it?

Doug Kemper - It very much depends on the area it is happening in. Many issues this
Board could help with. It well be very difficult to come up with a one size fits all
solution.

Harold Miskel- we now have Leroy Mauch, railcher and a member of the SECWCD.

Leroy Mauch - I've heard a lot of good talk here. I have a little different perspective
here, lfthe Fort Lyon deal goes through, it will make the Wall Street Journal. One of the
bankers called me in and said come in here, he could see the writing on the wall. We
decided to get something done, now their looking to buy the Fort Lyon. We also have a
crown jewel in the land, we talked about setting this meeting up, and we did. We were
expecting 20-30 people in Las Animas, got about 80-100. All aspects were represented.
We had a good discussion, talked about every angle possible, Out of 1001 we got 21
people on a committee, and you're all invited to come meet us. We're going to have a
water banking system. (Only one negative...a rancher, why should I raise my taxes to
keep the water here? I'm paying my share, but his attitude changed). As of Sunday,
Pueblo Chieftain polled, would you pay extra tax to keep water in Valley - it was 100%
yes, I feel fanners subsidized others for long enough, we all eat. Hoping for best win-

11
