<br />. <br /> <br />. <br /> <br />. <br /> <br />1'"'\. ?-\ " ;- =1" <br />-~ ~\k:' :"\ .. l <br />....../ : ~ ...~u J <br /> <br />(3) Characterization of land use, socio-economic situation <br />To assist in identifying priority watersheds, the contractor will develop and place in GIS format <br />data layers identifying waters associated with state land assets (Parks, Wildlife Areas, GOeO <br />acquisitions). These data will be used in identifying priority watersheds. <br /> <br />Once target watersheds are defined, the contractor will develop information on socio-economic <br />factors within those watersheds that may influence the appropriation, acquisition and/or <br />monitoring of instream flows. These include: <br /> <br />. Type ofland use and/or ownership (agriculture, municipal, USFS, BLM, etc) <br />. Economy and trends (tourism, agriculture, industry) <br />. Level of community support for instream flows <br /> <br />(4) Alternative strategies for flow protection <br />In light of the identified flow needs for priority areas and the additional data generated under <br />project elements 2 and 3, the contractor and project partners will identify potential strategies for <br />flow protection in each priority watershed. By way of illustration, such strategies may include: <br /> <br />. New appropriations by the eWeB <br />. Purchase or donation of senior direct flow water rights <br />. Purchase or donation of stored water <br />. Operations agreements with ditch and/or reservoir owners <br />. Dry-year lease agreements <br /> <br />Strategies will be described with sufficient detail to provide a strong starting point for future site- <br />specific projects. The final report will also discuss how the strategies would function relative the <br />basin's biological, hydrological, and socio-economic setting. The contractor will develop and <br />assess strategies in close coordination with the project partners and an advisory panel of various <br />entities interested in water development and instream flow protection. <br /> <br />-,..... <br /> <br />, <br />
