Carol Angel will tell you of negotiations we both have had with the U.S., including on <br />February 20, 1998. For months, the State and water users painstakingly negotiated a dozen <br />"principles" to be used in any settlement decree. Mr. Skip Underwood, Regional Forester and <br />lead U.S.F.S. negotiator, wrote Mr. LiIe in December affIrming almost all the principles. On <br />the basis of Underwood's letter, the State and water users again extended a deadline for the <br />U.S. to quantify its claims and specify its diversion points. The U.S. signed a stipulation not <br />to move quantifIcation points downstream. Then, a month later, the U.S. said it did want to <br />move quantification points downstream, and renounced several of the most important <br />principles <br /> <br />We have also reviewed the Memorandum from Dan Merriman and Mark Uppendahl to <br />Carol Angel reviewing C.W.C.B. instream flow recommendations as they relate to the <br />U.S.F.S. reserved water right claims. Southeastern knows why C.W.C.B. staff wants to file <br />C.W.C.B. claims, and has considered the effects of those claims on the negotiations with the <br />United States. <br />
