BASIS FOR INSTREAM FLOW RECOMMENDATION

· The DOW dOCl.lmented that a natural environnlent is present in the fonn of a rainbow trout fishery.
· Based on the DOW's biological recommendation, flows of3 cfs, summer, and 1.5 cfs, winter, are e
necessary to preserve the natural environment to a reasonable degree. However, the winter instream
flow reccomendation was reduced to 1.0 cfs (1/1-3131) based on the water availability analysis. The
DOW believes the lower flow recommendatiol1 will still preserve the natural environment.
· CWCB staff has conducted a water availability analysis and detennined these amounts are available for
the Board's appropriation.
· CWCB staffhas determined that adequate water supplies exist such that the natural environment may be
preserved without limiting or foreclosing the ~ercise of valid existing water rights. .
