BASIS FOR INSTREAM FLOW RECOMMENDATION

The DOW documented that a natural environment is present in the form of a Greenback Cutthroat troe
fishery,
Based on the DOW's biological recommendation, flows of4.75 cfs, summer, and 2 cfs, winter, are
necessary to preseIVe the natural environment to a reasonable degree, However, the winter instream
flow recommendation was reduced to 0,85 cfs (11115 - 3/14) based on the water availability analysis,
The DOW believes the lower flow recommendation will still preserve the natural environment.
. CWCB staff has conducted a water availability analysis and determined these amounts are available for
the Board's appropriation.

. CWCB staffhas determined that adequate water supplies exist such that the natural environment may be
preseIVed without limiting or foreclosing the exercise of valid existing water rights,
