BASIS FOR INSTREAM FLOW RECOMMENDATION

. The BLM documented that a natural environment is present in the fonn of a brook and brown trout
fishery,
. BaSed on the BLM's biological recommendation, flows of 6 cfs, summer, and 2.5 cfs, winter, are
necessary to preserve the natural environment to a reasonable degree, However, the summer instream
flow recommendation was reduced to 3.0 cfs (8/1-10/31) based on the water availability analysis, The
BLM believes the lower flow recommendation will still preserve the natural environment

. CWCB staffhas conducted a water availability analysis and detennined these amounts are available for
the Board's appropriation.
. CWCB staffhas detennined that adequate water supplies exist such that the natural environment may be
preserved without limiting or foreclosing the exercise of valid existing water rights.
