in the southwestern part of the state?

Mr. Hampton: I didn't say they don't register them. The wells that
have been drilled most recently seem mostly to be registered. If it
looks like it is new, it is not encrusted with rust and filled up
with black widow spiders in the well house, et cetra, chances are I
that it has been registered. I do have a registration form that was
filed with Mr. Kuiper. But I might walk out of the well house door
and see well houses on fifty different places nearby - you can see
that far in some of that area. There is no scrap of record on most
of them, but they are old ones.

Mr. Vandemoer: Of course, Ben, the South Platte doesn't register
these small wells either.

Mr. Stapleton: I guess they don't.

Mr. Kroeqer: Ben, it isn't that we really want to be backward down
there, but this church hollow well he mentions where they haul the
water so far, someone asked why he hauled the water six miles to his
place. He says, "It's the closest water I have got. It is cheaper
and quicker than drilling."

Mr. Stapleton: We appreciate your report. We are going to break then
now for lunch. We have reservations for twenty people over at the
Profile Room, which will include the board. We'll be back at 1:15.

The meeting recessed at ll:55 a.m. for lunch, reconvening at 1:20 p.m.
with Chairman Stapleton presiding.

Mr. Stapleton: We will call the meeting to order again, please. The
next item on the agenda is item No. 4 - proposed policy for state
financial assistance in flood plains and flood control projects.
Larry.

Mr. Sparks: I have sent to the board a memorandum on this subject.
There are two principal methods now used to prevent or abate flood
damages. One is the adoption of legal restrictions concerning the
use of land and the other is the construction of dams and protective
works to prevent flood damages. This is a subject in which the Colo-
rado General Assembly has expressed considerable interest.

I

As the board will recall, several years ago the legislature authorized
the creation of the Urban Flood Control and Drainage District here
in the metropolitan area, which has been quite active.

-26-
