<br />> <br /> <br />^ <br /> <br />Members ofthe Board of Directors of Colorado Water <br />Conservation Board (CWCB) <br />Page 2 <br />May 22, 2000 <br /> <br />runoff to the point that storage water is being utilized to an extent that makes many <br />water users uncomfortable-particularly at a point in time so early in the year, As many <br />of your basins have experienced, runoff numbers have been somewhat disappointing. <br />Over the past several weeks, snowpack numbers have dropped considerably and runoff <br />expectations have been less than anticipated. <br /> <br />An important issue facing the South Platte Basin is the Platte River Endangered Species <br />Cooperative Agreement. Agenda item 16 includes a report on that particular issue, <br />Members ofthe CWCB staff have been involved in this process and have contributed <br />substantial and significant expertise toward that effort. It appears that we may be <br />moving toward a successful formulation of a water action plan, which I am sure will be <br />relayed to you in the report given to the Board. <br /> <br />As one involved in the cooperative agreement efforts for the past several years, and now <br />as a member of the CWCB, I continue to advocate a long-term, sustaining role for the <br />CWCB in the administration and operation of the programs necessary to provide <br />Colorado's water commitment to the Cooperative Agreement, The CWCB should playa <br />very important and integral role in the long-term administration of the Tamarack Plan <br />and other aspects of the water management efforts being made to meet the requirements <br />of the Cooperative Agreement. <br /> <br />. Lastly, another important issue is growth within the South Platte Basin and the planning <br />necessary for water resources that will supply that growth, Several cooperative efforts <br />are moving forward within the basin and some controversial issues, particularly those <br />associated with proposed transmountain diversions, are also surfacing. There may be a <br />role for the CWCB in planning for the future-a role that may need to be addressed by <br />this Board. <br /> <br />Again, I apologize for the conflict in my schedule that prevents me from attending the entire <br />Board meeting and would like to express my sincere regrets for this occurrence. <br />
