The
original plan was to pump grout into the old outlet pipe, but given the extent of the adjacent void it was
determined to be more cost effective to excavate and backfill.

Additional Cost = $2S,OOO

Item No.4 - Foundation Over Excavation at No.8

Poor subgrade conditions were encountered along the outlet which required removal. The over
excavated area was backfilled with concrete on the upstream portion and with sand on the downstream
portion.

Additional Cost = $lS,OOO

Item No.5 Hvdraulic Overators - Elder & No. 8 and Control Links

During the course of the project the Company elected to change from standard hand crank operators
to a hydraulic operated system, allowing the reservoirs to be linked together with regard to discharge.
Reservoir No.8 and Annex are the main storage reservoirs and Elder, which lies below these two acts like
an equalizer. The new system allows the discharges from No.8 to be balanced with those out of Elder and
will provide for automatic gate adjustments on No.8. This will keep the water level in Elder at a constant
elevation and keeps its discharge at a constant rate as well. The control system consists of a monitoring
station located in Elder that has a water level sensor which is tiedto a control panel that operates No.8
outlet gate.

Additional Cost = $SS,OOO

Item No. 6 - Added Toe Drains on Annex

During construction it was determined that it would be advantageous to add toe drains to Annex
given the age of the existing system.

Additional Cost = $109,000

Item No. 7 Enf!ineering Work

Additional engineering work was performed by Smith Geotechnical for the work described above.

Additional Cost = $2S,000

The total cost of the items described above is $335,000. The Windsor Reservoir and Canal
Company is requesting a $301,500 loan (90% loan) for these unforeseen cost overruns.

Flood Protection. Water Project Planning ~d FInancing.
