Charles Nearburg. We have also made
an onsite tour of the property.

.

In our op1n10n I'Ir. Neerburg's work on Trout Creek and the Cester Ditch
system is an exemplar of the Trout Unlimited mission, i.e., "the con-
servation, protection, end restoration of North Americe's coldwater
fisheries and their watersheds". In addition to improving the environ-
ment for fish, the stream and habitet improvements should result in the
enhencement of the water resource itself through the reduction of
evaporative loss end the increesed amount of water returning to Trout
Creek from the ditch system.

I'Ir. Nearburg proposes to "use" the weter
in the Trout Creek/Caster Ditch system.
more beneficial use than removing it for
some other depletionery activity.

on his property by leavinQ it
We consider this to be a fer
enother housing development or

We applaud the restoration and improvement work that I'Ir. Nearburg hes
done and hope that the Colorado Water Conservation Board will look with
favor on his application.

'1
P.

Neerbu
Nickum

"
