<br />331 <br /> <br />I <br /> <br />MINUTES OF <br />COLORADO WATER CONSERVATION BOARD <br /> <br />December 30, 1953 <br />Persian Room, Argonaut Hotel <br />Denver, Colorado <br /> <br />Mr. Bailey called the meeting to order at 10:15 A.M. to <br />consider further developments with reference to the Upper <br />Colorado River Project. He asked Mr. Breitenstein to <br />report .' <br /> <br />Mr. Breitenstein: "Following the last meeting of the <br />Colorado Conservation Board, the Upper Colorado Committee <br />met in Denver on Saturday, December 12. Representatives <br />from the office of the Interior presented a supplemental <br />report on Upper Colorado River Projects and Participating <br />Proj ects which had been forwarded to the Bureau of the <br />Budget. I call attention particularly to paragraph 29 <br />of this report which names the 'projects to be constructed <br />in Echo Park and Glen Canyon and certain participating <br />projects. Less than ~. of the total expenditures would be <br />made in Colorado. Prior to my meeting with the Reclamation <br />people in Washington, I talked to Senator Johnson over the <br />telephone. He said the first request Colorado should make <br />should be for the inclusion of Cross Mountain. Accordingly <br />a draft was made and this is only a tentative draft, but <br />it does indicate plan and also indicates what the Bureau of <br />Reclamation is willing to do in making recommendations. <br />They will, in my opinion, recommend Cross Mountain without <br />any hesitation." <br /> <br />Mr~ Breitenstein read the following draft to the Board: <br /> <br />DRAFT <br /> <br />My dear Mr. Pres ident : <br /> <br />I <br /> <br />The states of the Upper Division of the Colorado <br />River Basin have now advised me of their present <br />official positions in regard to development of the <br />Upper Colorado River Basin. I am submitting <br />herewith as a supplement to my letter of December 10, <br />1953, those positions and my comments thereon. <br />
