<br />.. <br /> <br />. <br /> <br />. <br /> <br />, <br /> <br />. <br /> <br />IV. <br /> <br />Environmental Impact Statement (EIS) Analysis <br /> <br />The discussion in Section IT, "Status of Negotiations" of this memorandum outlines the significant <br />points regarding the EIS analysis and ESA compliance. So far the Service appears very reluctant to <br />move forward with a proposed program if there are perceived unknowns regarding the Platte River <br />channel. <br /> <br />Based on their preliminary findings the Service/EIS team is suggesting that several potential <br />program elements be added. The additional elements that have been suggested include sediment <br />addition, pulse flows to clear vegetation, avoiding a reduction in the annual peak flow, and <br />reshaping the channel mechanically. Colorado and others have also suggested looking at reducing <br />the amount of program water or changing the timing of the water, and/or placing more emphasis on <br />habitat management versus water and channel management. We will continue or effort on this <br />critical issue and welcome your input and suggestions. <br /> <br />V. Budget <br /> <br />The budget did not receive significant attention since the last Board memorandum. We are <br />anticipating an increase in the projected budget (original CA budget was $75 million in 1997 <br />dollars). However, additional work is required to identify a realistic and acceptable budget level. <br /> <br />3 <br />
