The Applicant (Dolores River Water
Conservancy District) is requesting the right to augment by exchange up to 400 acre-feet of
depletions from existing and future wells tributary to the Dolores River Basin with releases from
McPhee and Groundhog Reservoirs. All augmented depletions will occur within the District's
boundary.

The District's request to provide augmentation water to anywhere within the District's boundaries
has the potential to injure the Board's instream flow rights within the District. In addition to the
existing instream flow water rights held by the CWCB, any additional instream flow water rights
acquired by the CWCB in the future could potentially be injured by future exchanges
contemplated by this augmentation plan.

Flood Control and Floodplain Management -Larry Lang, Chief.
