<br />. <br />" <br /> <br />~ <br /> <br />March 4, 2004 <br />Page 2 <br /> <br />. <br /> <br />1, Design, installation, and operation of weighing lysimeters at the Colorado <br />State University Agricultural Experiment Station at Rocky Ford, Colorado (estimated <br />cost = $300,000), <br /> <br />2, Enhancement of the CoAgMet Electronic Weather Station Network in the <br />Lower Arkansas River Basin (estimated cost = $130,000), <br /> <br />3, Field investigations to monitor irrigation water management: volume, <br />timing and quality of applied water and resultant crop yields in the Lower Arkansas <br />River Basin (estimated cost = $220,000), <br /> <br />4, Review of the H-I Model by potential expert witnesses after changes have <br />been made by the State Engineer's Office, by Hydrosphere Resource Consultants and <br />Helton & Williamsen (estimated cost =$100,000), <br /> <br />. <br /> <br />Because the performance ofthese tasks will implement and support the findings <br />ofthe Special Master and contribute to the resolution of the ongoing Kansas v: Colorado <br />litigation, I request and recommend that the CWCB authorize the expenditure of up to <br />$750,000 from the Litigation Fund to fund these activities through the end ofFY07, I <br />further recommend that the Board's authorization allow the CWCB Director, in <br />consultation with my staff, the State Engineer, and Special Counsel representing the State <br />of Colorado in this litigation, to allocate funds between these four activities based on ' <br />actual costs and litigation necessities, My office, in cooperation with the State Engineer, <br />will provide the CWCB staff with biannual accountings and progress reports on all <br />activities conducted with these funds, Thank you for your consideration, <br /> <br />Sincerely, <br /> <br />\~ S~~ <br /> <br />KEN SALAZAR <br />Attorney General <br /> <br />. <br />
