<br />Members, CWCB <br />September 17, 1981 <br />Page three <br /> <br />Steering Committees <br /> <br />In order to facilitate the input of interested parties during <br />the conduct of these four feasibility studies, many, many persons <br />have requested and I recommend the formation of a group of <br />advisors, or steering committee, of not more than about 12 <br />persons for each study. The purpose of each steering committee <br />would be to provide the staff with input and comments on the <br />conduct and content of each study ~nd to review and comment on <br />interim written products and draft reports. I propose to select <br />such advisors during October, with their first task being to <br />assist in the formulation of detailed plans of study. <br /> <br />In the case of the Yellow Jacket feasibility study, the <br />steering committee would serve the dual purpose of advising me on <br />the Board's study as well as managing the parallel White River <br />Basin study to be Independently funded by a consortium of the <br />Yellow Jacket District and interested energy companies. <br />Indeed,it is probable that the consortium will use the same <br />engineering firm as I select for the Board's study. An <br />engineering committee of representatives from the Conservany <br />District and the energy companies has been in existence for over <br />a year and can serve as the core for the propOSed steering <br />committee. <br /> <br />Finaliy, the Yellow Jacket District and the involved energy <br />companies have requested that the Board's study and their study <br />be treated as two phases of a single integrated effort. Such <br />coordination should, in my opinion, lead to a more complete <br />analysis of development opportunities in the White River Basin. <br />Subject to the caveat that the Board's study must not be delayed <br />by such a combined effort, I recommend that the Board respond in <br />the affirmative to this request. <br /> <br />Schedule for Initiating Studies <br /> <br />I would expect to adhere to the following schedule in <br />initiating al~ four feasibility studies: <br /> <br />September 23, 1981. Board approval of each RFP at regular <br />Board meeting. <br /> <br />September 25, 1981. Approved RFPs mailed to the engineering <br />firms selected for further discussions. <br /> <br />October 16, 1981. Proposals to Study (PTSs) from each <br />engineering firm for each study due. <br />
