<br />activities, including attendance at steering committee meetings <br /> <br />and public meetings. <br /> <br />Content of Proposals <br /> <br />Each firm should prepare and submit three typewritten copies <br />of a proposal to study (PTS) which describes how the firm would <br />propose to accomplish the required evaluations set forth above. <br />In particular, each firm's PTS should contain the following <br />information: <br /> <br /> <br />1. A thorough discussion of how the firm would propose to <br /> <br /> <br />accomplish the required evaluations (i.e., a preliminary <br /> <br /> <br />plan of study), including informat ion on the design of <br /> <br /> <br />and approach to the stUdy, the analytical techniques and <br /> <br /> <br />methodologies to be employed, likely sources of <br /> <br /> <br />information to be used (including the collection of <br /> <br /> <br />original data and field work), and anticipated problems <br /> <br /> <br />in accomplishing the required evaluations due to time, <br /> <br /> <br />data, or monetary constraints, if any. <br /> <br />2. A description of the major work tasks which would be <br /> <br /> <br />necessary to, perform the study, including the estimated <br /> <br /> <br />elapsed time and man-weeks of effort required for each, <br /> <br /> <br />and a schedule of milestones. <br /> <br />3. A descrIption of the firm's ability to write, edit, and <br /> <br /> <br />produce a report, includIng the production of associated <br /> <br /> <br />graphics and design drawings. <br /> <br />-6- <br />
